We interview Shannon Biggs of Global Exchange about communities in California who are beginning to revolt against the state and the federal government in the name of environmental sustainability. And we explore “Dillon’s Rule” – a legal doctrine that lays out the relationships between states and communities as that of one to a parent to a child – part of the reason why communities find that they’re prevented by the state from making critical decisions to protect the public health and environment.
